Strategic Multi-Domain Simulation Environment for Maritime Critical Infrastructure Protection
CAPIAS is a distributed decision-support and training environment designed for organizations responsible for defining and coordinating strategic maritime security policies across multiple nations and operational domains.

The platform enables authorities, alliances, and multinational security structures to model, analyze, and evaluate hybrid threats targeting critical marine infrastructure, including subsea assets, offshore energy systems, maritime routes, and coastal operational environments. Unlike conventional naval simulators or isolated command-and-control systems, CAPIAS operates at the strategic coordination level, supporting collaborative planning and policy validation for complex multi-actor scenarios.

Multi-Domain Maritime Environment
CAPIAS 3D chessboards provide a synchronized operational picture spanning multiple maritime layers:
– Seabed infrastructure including cables, pipeline and extraction fields
– Deep-water operational domain
– Sea-surface domain
– Air domain
– Space domain
– Cyber Space domain
This unified environment allows simultaneous representation of civilian, industrial, military, and hybrid-threat activities within a single operational framework.
System Architecture
The CAPIAS ecosystem is composed of interconnected components communicating through a common gateway architecture:
CAPIAS Simulator – central simulation and orchestration component
CAPIAS Chessboards – desktop operational workstations, may represent one side of a conflict or multiple sides simultaneously, they support collaborative strategic analysis and decision processes
CAPIAS Observers – visualization-only clients without control capabilities, available on desktop systems, Android mobile devices and XR devices including Microsoft HoloLens Gen 2.

The platform supports deployment across isolated or networked infrastructures depending on operational security requirements.
Strategic Use Cases
CAPIAS is intended for:
multinational maritime security organizations
strategic defense alliances
cross-border infrastructure protection initiatives
regional maritime security coalitions
authorities coordinating critical infrastructure resilience policies
Operational Value
CAPIAS enables organizations to:
define and validate common security policies
replace traditional tabletop exercises with immersive interactive simulation
reduce dependence on expensive live exercises
improve multinational coordination and shared situational awareness
evaluate hybrid and multidomain threat scenarios in realistic environments
support strategic decision-making through collaborative simulation workflows
The platform combines underwater, seabed, surface, infrastructure, and collaborative command perspectives into a unified simulation environment accessible simultaneously across desktop, mobile, and XR systems. This enables strategic-level analysis that conventional single-domain simulators cannot provide.
